Description
Every collection says whether it is readonly (anything that is not a set) and, for a set, its set_id. Empty published sets are added too, so a fresh set shows before it has icons; that only happens while the editor feature is on. The answer carries at most 2000 icons in total and sets truncated past that. Permission: Requires manage_options and an active licence. No single feature flag is needed.
