Returns the current user's recent and favourite icons and whether they may create icons.

Description
What the Quick insert chooser loads when it opens in the block editor. The lists live in user meta and are cleaned on read, so an invalid entry never reaches the chooser. can_create reflects the free plugin's own capability for its icon store, edit_theme_options unless EASY_SVG_ICON_CAP says otherwise.
Permission: edit_posts and an active licence with Quick insert switched on.
Return value
