Returns the largest SVG the plugin will parse, in bytes.

Description
The max_mb setting times MB_IN_BYTES, passed through the easy_svg_max_bytes filter. It bounds input size; easy_svg_svg_too_complex() bounds the work. Call it when your add-on accepts SVG so it refuses the same files the site refuses.
