manage_options
Required by every easy-svg/v1 REST route, and the default for a panel tab.

Description
easy_svg_panel_rest_permission() returns current_user_can( 'manage_options' ) for all seven routes. A tab passed to easy_svg_panel_menu_tabs as a plain label also asks for manage_options, and the panel data always reports whether the user holds it. The 5.0 update notice is shown only to users with this capability.
