Returns every stored icon, oldest first, from a versioned one-day cache.

Description
Each entry has id, slug, label and content. On a cache miss it pages through the store with easy_svg_icon_page() and caches the list under the version read before the query, so a write during the read makes the cache stale instead of wrong.
